The claiming rules, and the real math behind 62, 67 and 70.
When one spouse dies the household keeps the larger Social Security payment and loses the smaller one for good. What a survivor benefit is worth, the age rules that are not the retirement age rules, and the decisions taken while both people are alive that set the amount.
Working while drawing Social Security before full retirement age stops some payments arriving. It does not forfeit them. Federal law takes those months back out of the calculation that reduced the benefit, and pays them back through a larger payment for life.
The notice asks for money back and starts a thirty day clock. What the two separate arguments are, why one of them expressly ignores what you can afford, and how far back an old decision can lawfully be reopened.
